Dugway is in Tooele County, Utah. It is a closed city because it exists entirely within Dugway Proving Ground, a U.S. Army testing facility; the only roads into or out of the city pass through military checkpoints. Civilian personnel on the base live in an area referred to as “English Village”; non-resident civilians must apply in advance for permission to enter the base.
