The fishing at Ratcliff Lake is some of the best in east Texas. Sam Houston National Forest is probably the best of the four in terms of what you can do there. The hiking at Sam Houston National Forest is incredible, with several long-distance trails like the National Recreation Trail and the Lone Star Trail running through it.
