Sutter is a census-designated city in Sutter County, California; it was first established sometime prior to 1871 when it was known as South Butte. In 1888, the city was moved to the area around the New Sutter Post Office and subsequently took on the post office's name. The city's name was later reduced to just Sutter. The city was part of a plan to construct a railroad that would pass through Sutter, and to become the county seat, but neither the railroad nor the county seat status materialized.

Colusa National Wildlife Refuge is within the Sacramento National Wildlife Refuge Complex. Most of the area is a wetland, with some grassland and riparian habitats. It is a migratory bird breeding ground established in 1945. It is open from dawn to dusk all year round; visitors can drive along a graveled road through the wetland or hike a trail following a riparian slough. However, visitors are asked to stay on the trail or inside their vehicles to protect the ecosystems. There are a number of parks and outdoor urban recreational areas; one of the local farms specializes in pumpkins and offers its guests hay rides, train rides, and a corn maze. It's can be an especially interesting and fun place for younger children.
